DETCOG Honors Jerome Owens

State District Judge, Jerome Owens has been named the 2011 Ralph W. Steen Memorial East Texan of the Year. The 2010 recipient of the award, Archie McDonald, made the announcement at the DETCOG annual membership meeting Thursday in Lufkin. “There is no doubt in our minds that everyone holds Jerome in high esteem,” said McDonald. “He has strived to continuously improve his life and the lives of those around him by having strong principals and a commitment to serve and make a difference in our community. All of his adult life has been devoted to efforts for the region,” continued McDonald. A former United States Marine, Owens has practiced law for over 35 years and served as Tyler County Judge for 17 years before becoming a State District Judge. During this time he was the recipient of the American Hometown Leadership Award as well as the Award for Excellence in Community Service given by the Texas Association of County Judges and Commissioners. He was named Citizen of the Year in Tyler County and he was appointed by Governor Rick Perry to serve as the Chair of the Texas State Community Development Review Committee in Austin. Owens is Past President of the Deep East Texas Council of Governments and the Deep East Texas County Commissioners and Judges Association. He serves on the Board of Directors of the Tyler County Hospital, the Texas Ad Hoc Committee to the Statewide Health Coordinating Council and the Texas Health Commissioner’s Council on Local Public Health. As Tyler County Judge and a DETCOG Member, Owens worked to obtain reimbursement from the state and federal governments for Hurricane Rita damages sustained by the 12 counties in the DETCOG Region. The Ralph W. Steen Memorial East Texan of the Year Award has become one of the most prestigious and longest running, recognitions bestowed in Deep East Texas. Each year past recipients cast ballots to select who will receive the award from nominations received from the twelve county DETCOG region.
