Fatal wreck near Chester leaves one man dead, another in Polk County jail

A 29-year-old Corrigan man has been charged with intoxication manslaughter and two counts of intoxication assault in connection with an accident that occurred at 7:50 p.m. Saturday on U.S. 287 near Chester. Charged is Barrett Eugene Neal, who was driving a 1999 Ford pickup truck westbound, towing a 16-foot utility trailer containing a Polaris ATV, according to Trooper Kevin Burman. Three people were sitting on the ATV at the time of the accident; all three were injured, one critically. The pickup truck left the roadway and overturned, Burman said. The ATV came off the trailer and over-turned on the road. Ryan Gene Tinsley, 36, of Irving was transported to Tyler County Hospital in Woodville, where he was pronounced dead at 9:09 p.m. Injured were Garret Oscar Toler, 30, of Cedar Park, who was transported to Memorial Hermann Hospital in Houston with internal injuries, and William Lance Loftin, 22, of Chester, who was taken by ambulance to Memorial Medical Center in Livingston with multiple abrasions. Neal and two passengers inside the pickup truck – Debbie Woodward McCoy, 53, and Samantha McCoy Toler, 27 – were listed as uninjured. Neal was taken to the Polk County Jail.
