Indicted sex offender arrested after traffic stop

Arlis Carl Garrett, age 44 of Village Mills, was arrested this week by Texas Department of Public Safety officer Michael Priest on a warrant during a traffic stop. Garrett is accused of sexual assault of a minor the day after Thanksgiving, 2010. He was indicted by the grand jury on April 13, 2011 after a four-month investigation by Tyler County Sheriff Corporal Donald Calhoun. Calhoun began his investigation when a parent reported to the Tyler County Sheriff’s Department that Garrett had engaged in aggravated sexual contact with their five-year old son on November 26, 2010. The facts of the investigation were ultimately presented to the Grand Jury, which decided there was probable cause to believe the contact did occur, and handed down the indictment. The victims name is being withheld because he is a minor. Garrett was already a registered sex offender in Texas. In January of 1995, he was given a 10-year prison sentence for indecency with a child, sexual contact with a nine-year old girl. Garrett was released on a $50,000 bond.
