Tyler County deputies went to a residence in the Spurger area on Jan. 19 at about 5 p.m. to check compliance with a court order to register as a sex offender. When they arrived at the residence on County Road 4551, Philip Winkle, 47, of Spurger, ran from the home. Deputies took him into custody after a short foot chase. During a subsequent search, deputies found a clear plastic bag containing a substance that tested positive for methamphetamine.
