November, 2007 Grapeland Shooting Ruled Justified

A Houston County Grand Jury has deemed the Tuesday, Nov. 6, 2007 shooting death of 38-year-old Carlos Kratzer by two Houston County Sheriff's Office Deputies, Randy Hargrove and Clint Massingill, as justified.
Texas Ranger Rudy Flores presented the case to the Houston County Grand Jurors in the 349th Judicial District Court on Monday, July 28
Officials said the investigation showed Deputy Hargrove and Deputy Massingill, were justified in the shooting as they were protecting themselves and other officers at the scene.
The two deputies were among the law enforcement officials representing several agencies who responded to the call.
Reports show Kratzer was identified as the suspect in an assault altercation in Grapeland with his girlfriend, Amanda Popillion.
According to reports, Kratzer allegedly fired several shots from a shotgun both inside and outside Popillion’s residence.
Upon arrival of the deputies, Kratzer resisted all attempts to peacefully cooperate.
As Kratzer exited the residence he failed to heed the officers’ commands to stop and drop the weapon.
As a result shots were fired from both deputies.
