Pope jailed in Onalaska PD prostitution sting
Polk County Enterprise - April 2009
ONALASKA — An Onalaska man was charged with two counts of promotion of prostitution Wednesday after offering an undercover Onalaska Police Offi cer money for sex. The Onalaska Police Department received information that Ellis Sidney Pope, 65, of Onalaska had offered two women money in exchange for sex, Onalaska Police Chief Ron Gilbert said Thursday. During the ensuing investigation Corporal John Maddox obtained a cell phone number that was given to the women.
The Polk County District Attorney’s offi ce subpoenaed telephone records and found the number had been issued to Pope. With that information, Maddox obtained a warrant for Pope’s arrest from Pct. 2 Justice of the Peace David Johnson for promotion of prostitution, a Class A misdemeanor. With electronic equipment provided by Lt. Andy Lowrie with the Polk County Sheriff’s Offi ce Narcotics Division, OPD planned a sting operation during which OPD Offi cer Jessica Reese arranged a meeting with the suspect shortly after noon April 4. Pope then became very evasive, Chief Gilbert said and called OPD about a call he had received from Maddox. Pope was told that the call was placed in error.
Shortly thereafter, Pope met Reese at the prearranged location. Reese was wearing a listening and recording device which recorded her conversation with the suspect and broadcast it to fellow offi cers waiting nearby. When Pope asked her to perform sex acts she signaled uniformed offi cers who converged on the location and took him into custody. OPD Offi cer Troy Binford also assisted in the arrest.
