County honors scholarship recipients, announces change to road material contract

LIVINGSTON —Polk County Commissioners recognized recipients of the Bobby Smith Memorial Scholarships and annual law enforcement scholarships Tuesday. The scholarships named in honor of long-time Onalaska Fire Chief and former Pct. 2 Commissioner Bobby Smith are sponsored by Linebarger Goggan Blair & Sampson LLP, the delinquent tax collection firm, and law enforcement scholarships are sponsored by Community Education Centers, the contractor that operates the IAH Detention Center. Commissioners approved a request from Corrigan ISD for distribution from the permanent school fund according to a resolution passed by the C-CISD board. County Auditor Ray Stelly said he and District Attorney Lee Hon had reviewed the resolution and it appeared to comply with the requirement that expenditures be made for buildings or capital improvements. Pct. 1 Commission Bob Willis also addressed the court on an issue that has arisen with a contract awarded to the low bidder on bid numbers 2013-1.06 through 4.06 for concrete rock. The company was bought out by a competitor, Southern Star Concrete, which does not intend to honor the lower bid price. "We don't have time to rebid. We just need to approve doing business with the new company but let people know they aren't honoring the contract," Willis said. Pct. 4 Commissioner Tommy Overstreet then clarified that any action needed to include all four commissioner precincts. County Judge John Thompson added that the court just need to put it on the record that the winning bidder had been bought out, and the prices were not being honored by the new company. Moving on to the next agenda item, the court approved the lease of a new printer/fax/copier by Pct. 3 Justice of the Peace to be shared by offices occupying the Corrigan subcourthouse. The lease price is included in the annual departmental budget for the Pct. 3 JP's office. CONSENT AGENDA •Approval of tax foreclosed properties: Pct. 3 — Tract 50 J.W. Scates Survey; Tract 330, 6.78 acres, J. Dickerson Survey. • Emergency Management request to purchase projector and printer for $1,650 a year to be included in FY13 reimbursement resolution. •Approve change order No. 5 for the 2008 Ike Disaster Recovery College- Community Center/Shelter project. • Justice of the Peace Pct. 2 request to spend Justice Court technology funds for ink cartridges. • Approve Pct. 2 Commissioner's request to accept for public maintenance for the following roads set aside in the final plat for Twin Harbors subdivision: Twin Harbors Drive, Whisperwood Dr., Lakefront Dr., Creek Drive to include variance. • Approve leaseholder request to add Harley Portwood as additional surface lease holder of Polk County School Land currently leased to Don Buckalew. • Approve an agreement between Pct. 4 Road and Bridge department and Cintas for uniforms. • Approve order designating surplus property. • Approve update of personnel management system in to revise duties of warrant officer position in sheriff's office and add warrant clerk to be assigned.
