County awards contract to shore up bulkhead

LIVINGSTON — Polk County Commissioners awarded a $114,840 contract to Moseley Construction for bulkhead construction on the public boat ramp at the end of Old Highway 356 in Precinct 2 in Tuesday's session of Commissioners Court. The county received four bids for the project, Pct. 2 Commissioner Ronnie Vincent said. Although Moseley was not the low bidder, Vincent said the locally-owned construction company would provide the machinery and was adding tiebacks and other materials compared to other bids. The county will provide the back-fill used in the project. "The project will rebuild the retaining wall," Vincent said after Tuesday's 10-minute meeting. "It will save the integrity of the boat ramp. It is one of the few boat ramps that is free to the public." Commissioners also voted unanimously to close the FY 2013 reimbursement resolution, finalizing all expenditures to be included in the issuance of authorized debt in 2013 tax notes (including auditor's verification of previously approved expenditures), including those authorized and pending payments prior to Sept. 30, 2013 and stating the total to be authorized would be $490,977. 74, including items approved in Tuesday's meeting. As consent agenda items, commissioners approved the following: • Offers to purchase properties foreclosed for unpaid taxes; Pct. 1 — Lot 57, Block 3, Memorial Point; Tract 89, Section 1, Siesta County; Lot 26, Block 28, Section 5, Holiday Lake Estate; Pct. 3 — Tract 98, 3 acres M.L. Choate Survey, Abstract 15. • Commissioners also renewed a contract with Napco to preposition disaster debris removal, pursuant to the county's emergency operations plan. • The court approved the re-appointment of Col. Howard Daniel to Burke Center Board of Trustees for a two-year term beginning Sept. 1, 2013. They also renewed an interlocal agreement with Texas Association of Counties Risk Management Pool for pool to provide insurance coverage to include employee health, workers compensation, auto and liability (general, public officials and law enforcement). • A request from the district attorney's office to purchase a computer/ memory and two printers for an amount up to $1,962.13 to be paid from the general fund balance and included in the reimbursement resolution. • Ratify renewal of a service contract with Advantage Security Integration Ltd. to maintain the courthouse security camera system. • Approve the District Clerk's request for the purchase of two computers/ monitors in an amount not to exceed $2,979.80, as included on the capital projections adopted in the FY 2013 budget to be paid from the general fund budget and included on the FY 2013 reimbursement resolution. • Approve advertising for annual county bids. • Approve "no change" in the $10 county road and bridge fee and $1.50 child safety fee authorized by the Texas Transportation Code. • Approve request of CRC Coordinator for reimbursement of website domain and builder renewal in the amount of $221.25. • Ratify compensation schedule amendment to the Molina Healthcare provider services agreement, provider of Medicaid managed care program (HMO) services to aging services participants. • Receive Community Supervision and Corrections Department FY 14 and FY 15 budgets for record purposes only. • Approve monitoring agreements with Eastex Security for fire alarm systems installed at DPS/ Jail and County Office Annex. • Approve renewal of bi-annual agreements with DETCOG for emergency 911 services (1) public safety answering point services and (2) automatic location maintenance services beginning Sept. 1, 2013. • Approve annual extension of agreements between Polk County and Infinity Networks for inmate telephone services at the Polk County Jail and IAH Secure Adult Detention Facility. • Approve County Investment Policy as submitted by the County Treasurer. • Approve agreement with Glazier Foods Company for food services to Polk County Aging Services.
