REVISED FIXED
FUEL FACTOR
Entergy Texas, Inc. hereby publishes NOTICE that, pursuant to Section 36.203 of the Public Utility Regulatory Act (codified in TEX. UTIL. CODE) and P.U.C. SUBST. R. 25.237(A)(3)(B), it filed with the Public Utility Commission of Texas (the "Commission") on February 19, 2008 a tariff to implement a revised fixed fuel factor. All of Energy Texas' retail customers whose fuel charges are calculated under the Texas fixed fuel factor tariff - including but not limited to Residential, Small General Service, Large General Service, Large Industrial Power Service, and Street and Outdoor Lighting Service - will be affected by the Commission's approval of the revised fixed fuel factor. The revised fixed fuel factor, if approved, will affect only the fuel portion of the rates charged by Entergy Texas and will have no effect on non-fuel base rates.
Entergy Texas seeks Commission approval to revise the fixed fuel factor effective with the first billing cycle of the March 2008 billing month. Entergy Texas proposed that the fixed fuel factor be changed pursuant to a semi-annual filing to be made each February and August, with revised fuel factors to be effective with the first billing cycle of the March and September billing months, pursuant to a methodology that changes the fuel factor based upon changes in the published price of natural gas. This methodology was authorized for use in Docket No. 32915.
The revised fixed fuel factor, differentiated by voltage level, is as follows:

The revised fuel factor would increase Entergy Texas' annual Texas retail fuel and purchased power revenues by approximately $125 Million, or 15%, on an annual basis. Compared to the fixed fuel factor approved by the Commission effective September 2007, a residential customer using 1000 kilowatt-hours (kWh) of electricity per month would see an approximate increase of 10.8% annually, or $8.99 on average per month, on his/her electric bill. The fixed fuel factor rate is designed to pass through to customers the actual fuel costs incurred by Entergy Texas to serve customers. Entergy Texas is not allowed to make a profit on fuel costs. Entergy Texas expects that this change in the fixed fuel factor will better track actual fuel costs and lower the changes that an additional fuel surcharge will be implemented in the future. Amounts collected from affected customers pursuant to the revised fixed fuel factor will be subject to final review by the Commission in Entergy Texas' next applicable fuel reconciliation proceeding before the Commission. Entergy Texas expects the revised fixed fuel factor to be in effect for the billing period of March 2008 through August 2008.

Lake Livingston Water Supply & Sewer Service Corporation (LLWSSSC) is soliciting Statements of Qualifications (SOQ) from professional surveying firms to provide land surveying services in conjunction with a waterworks improvement project. Services may include but not limited to: design/topographic surveys, boundary surveys, legal descriptions of easements and parcels for purpose of acquisition, and establishing control for construction staking. Interested firms should submit four (4) copies of their SOQ to LLWSSSC no later than 4:00 pm, Friday, March 14, 2008. The SOQ should include a statement of interest by the firm, staffing (with resumes) and facilities available for the project, and a brief listing of representative completed projects with references, and should not exceed ten (10) pages. DO NOT INCLUDE COST INFORMATION with the SOQ. Responses that include cost or pricing information will be rejected and will not be considered by LLWSSSC.
This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bid (IFB) or Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this IFB, RFQ, or any resulting contract. RFQ's are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 40 Code of Federal Regulations, Part 31 (Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments).
This contract includes goals for Minority and Women's Business Enterprise participation. The Environmental Protection Agency (EPA) has approved the following Minority Business Enterprise (MBE) & Women Business Enterprise (WBE) "fair share goals" for the TWDB State Revolving Fund programs. EPA policy does NOT mandate that the fair share goals be achieved but does mandate that a documented good faith effort be made toward achieving the goals.
