Shepherd ISD budget, tax rate down

SHEPHERD – Trustees for the Shepherd Independent School District approved the 2011-2012 budget of $16.8 million, down from the $17.2 million adopted for the previous year. Adopted Aug. 29 by the board, spending by the district calls for a $1.37 cents per $100 valuation tax rate to help fund the new budget. Last year’s tax rate for the district was $1.36 cents per $100 valuation. Highlights of the new budget include $8.2 million for instruction, down from last year’s $8.3 million instructional costs. Instruction per pupil totals $4,322 for 2011-2012, down from $4,419 last year. Instructional support costs went down from $2.1 million last year to $2.0 million for this year. Central administration costs went down from $594,300 last year to $567,000 this year. District operations went from $3.8 million last year to $3.6 million this year. Debt service went from $1,960,000 last year to $1,986,910 this year and other expenses went from $341,384 last year to $327,000 this year. The district’s fi scal year ended Aug. 31. Property values went down in the district over the past year. The average market value of a residence last year was $67,442 compared to $65,656 this year. The average taxable value of a residence in the district went from $36,559 last year to $36,472 this year. Taxes due on an average residence last year was $497.20 compared to $499.67 this year, an increase in taxes of $2.47.
