Council turns down garbage proposal

POINT BLANK – A proposal from Pro-Star Waste, Goodrich, to provide garbage pick-up service for city residents, was cut short Monday night during a regular meeting of Point Blank City Council.
Pro-Star representative Dee Queen told council members that Pro-Star could offer the city a 4-percent franchise fee if the city in turn would give Pro-Star an exclusive franchise for garbage collection in the city limits. Queen said Pro-Star would pay the sales tax and garbage would be picked up each Friday for a monthly fee of $18.56.
Cutting the presentation short, Councilman Clyde Chandler said, “There’s already about four people here (at the meeting) against it.” He made a motion that passed to turn Pro-Star’s proposal down before the presentation was completed.
Council members voted to approve a request from San Jacinto County to change the Point Blank voting box from the county annex building to the Point Blank Civic Center.
While they discussed charging a fee for use of the building, the motion passed without setting a fee.
During public comments, council members were questioned about city money allocated for street repairs, about the total number of miles in city streets and the percentages allocated to each of five jurisdictions receiving city funds for street repairs.
Council members said there was $31,400 budgeted for street repairs in 2007 for the five jurisdictions. A budget report indicates that Forest Cove was budgeted $6,086 of that amount; Governor’s Point $6,831; North Woods 1, 2 and 3 gets $3,022; North Woods 4 and 5 gets $9,922 and other city streets are allocated $5,539.
No one on the council knew the number of miles in city streets or the percentages allocated to each jurisdiction.
During a discussion about approving the installation of hand rails on the entry of the Point Blank Civic Center Building it was decided that the council would get quotes on how much the project would cost before making a decision.
