Water line improvement project completed

The fifth and final payment to 5-T Utilities for the South Washington water line improvement project, in the amount of $51,642.80, was approved by the Livingston City Council during its regular meeting Wednesday. In related activity, Council also approved a resolution accepting the South Washington water line improvement project and activating the warranty period.

Council’s regular meeting for November was moved from Tuesday to Wednesday due to Tuesday being Veterans Day.

After reviewing the proposals, Council approved awarding contracts for both grant administration professional services and engineering services in conjunction with the 2024 Texas General Land Office Community Development Block Grant Disaster Funding Local Communities Program. Langford was approved for grant administration professional services and Brannon Corporation was approved for engineering services.

The annual firefighting agreement between the City of Livingston and Polk County for the fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025, including $63,887.39 funding as amended, was approved.

A proposed resolution regarding the Texas Department of Transportation’s multiple-use agreement for the installation and operation of automated license plate recognition cameras in the TxDOT right of way was also approved.

Council approved the appointment of Alderman Alan Cook to serve out the remaining term of Aidney Reeves on the Board of Directors of the Lower Trinity Groundwater Conservation District to represent the incorporated municipalities of Polk County. Reeves died earlier this year.

Holiday observances for the 2026 calendar year were approved, reflecting no changes from last year. There are a total of 14 days off to observe 12 different holidays.

During his monthly update on projects and events, City Manager Billy S. Wiggins apprised everyone of the Caran Coward Memorial Scholarship barbecue sandwich fundraiser which will begin at 10 a.m. on Nov. 21 in the Walmart parking lot.

Wiggins also apprised everyone of the city’s annual holiday lighting ceremony slated for 6 p.m. on Nov. 25 at City Hall, as well as Livingston Hometown Christmas on Dec. 13 which will culminate with the lighted Christmas parade downtown beginning at 6 p.m.

Council entered into an executive session to consult with its attorney but took no action upon return to open session.

Other business included approval of the minutes of the Oct. 14 meeting and accounts over $2,500.
