A budget workshop in which numerous items will be considered is on the agenda for the regular meeting of the Polk County Commissioners Court at 10 a.m. Tuesday.
The Court will consider action related to employee health coverage - major medical; discuss and consider action regarding an employee health clinic; discuss and consider the 2026 contribution rate for Texas County & District Retirement System; discuss the fiscal year 2026 budget development; discuss salaries, expenses and allowances of elected officials for fiscal year 2026; consider action related to employee health coverage - ancillary services; and consider action related to an optional pilot program for health benefits.
The appointment of three Polk County elected officials to serve on the Deep East Texas Council of Governments Board of Directors for the 2025-2026 term is on the agenda.
The Court will consider approval to advertise Bid #2025-23 for the purchase of two motor graders for Precinct 4 Road & Bridge, to be paid with the Precinct 4 fund balance and American Rescue Plan Act funds.
A proposal from Soundtech to provide public viewing accessibility for magistrate hearings, to be
paid from information technology capital outlay-projects, will be considered for action.
The Court will consider approval of a proposal from Civic Plus, as follows: Nextrequest upgrade from economy to standard; and standard department header implementation of websites for the sheriff’s office and office of emergency management.
A request from the sheriff’s office for an interlocal cooperation agreement with Catahoula Parish, Louisiana for the housing of Polk County inmates will be considered for approval, including determination of the method of funding.
Two county policies will be discussed and considered for approval – a policy regulating the assignment of space to outside agencies and a Title VI / nondiscrimination policy.
An agriculture plan from Harley Portwood Ranch for the lease of Polk County school land in Throckmorton County, Texas will be considered for approval.
The Court is expected to authorize Goodwin Lasiter & Strong to advertise for water improvement construction bids on the Harvey Regional Mitigation Program, as follows: General Land Office Contract No. 24-065-044-e536 and General Land Office Contract No. 24-065-045-e537.
A public hearing is on the agenda to receive public comment on a request to replat Clearwater Springs, Lots 2 and 3 to be known as The Acres at Alabama Point, Block 2, Lots 1 and 2, located in Precinct 2. Following the public hearing, the Court will consider action on the request.
In personnel matters, the Court will consider approval of personnel action form requests submitted by department heads since the last meeting and review any authorized emergency hires. An update to Book 1 of the personnel management system will be considered, as will action related to the establishment of a public records officer’s position. Additionally, the Court will consider action on a request from the sheriff’s office for payment of holiday, vacation and FLSA comp time accrued as of June 16, 2025, for certain employees of the jail.
Fiscal year 2025 budget revisions and amendments as presented by the county auditor’s office will be considered for approval.
During informational reports, the Court will present a proclamation in recognition of Elder Abuse Prevention Month.
There will also be a presentation from Texas Association of Counties regarding an optional pilot program for health benefits, specifically for employees with dependents.
Items on the consent agenda include:
• Approve minutes of the June 10 meeting;
• Approve schedules of bills;
• Approve order designating surplus property;
• Approve order designating outdated and unlocated assets as surplus property for the purpose of inventory reconciliation;
• Receive county auditor’s monthly report, pursuant to Local Government Code Sec. 114.025T
ª Receive county treasurer’s report for May 2025;
ª Receive and record personnel action forms submitted by elected officials since the last meeting;
ª Approve update to county master street address guide
º Approve renewal of interlocal agreement with Texas Association of Counties Risk Management Pool and application for provision of insurance coverages to include workers compensation, auto (physical damage & liability) and general - public officials - law enforcement liabilities;
• Approve renewal of host agency agreement with Motivation Education & Training Inc. for senior community service employment program for July 1, 2025 through June 30, 2026;
• Approve termination of services for panic alarm systems with Eastex Security at JP2 and the animal shelter;
• Approve notice of non-renewal to Easy Llama; and
• Accept donation from Polk County Higher Education & Technology Foundation equivalent to Polk County Commerce Center property insurance renewal.
The Court will reconvene at 1:30 p.m. to enter into an executive session to consult with an attorney to seek advice on pending and contemplated litigation, settlements and other matters, which are confidential under the Disciplinary Rules of the State Bar, on which the duty of the attorney of the county under the Texas Disciplinary Rules of Professional Conduct clearly conflicts with the Open Meetings Act.
