City continues updating ordinances, codes

The Livingston City Council approved a proposed ordinance to add general provisions to amend numerous codes during its June 9 regular meeting. These include: the building code, the electrical code, the residential code, the plumbing code, the fuel gas code, the mechanical code, the property maintenance code, the existing building code, the swimming pool and spa code, and the fire protection and prevention code.

Over the past year, the city has been updating its ordinances and addressing items that are not addressed by current ordinances but need to be. A public hearing on the proposed ordinance was held but drew no comment.

Council approved advertising a request for qualifications and statement of qualifications for city attorney services. Scott Ferguson, the city’s previous attorney, recently took a position with the Polk County District Attorney’s Office. City Manager Billy S. Wiggins said that most Texas cities do not have their own city attorney, but contract out.

The annual review of the purchasing and procurement policy – including the federal grant procurement policy adopted March 11, 2025 – was held and approved.

A proposed ordinance amending Ordinance No. 854 adopting the budget for fiscal year 2025-2026 to include two budget adjustments was approved.

Council also approved the appointment of Alderman Bobby Jackson Sr. as a director for the Deep East Texas Council of Governments for the term beginning July 1, 2026 and running through June 30, 2027.

Action was taken regarding the Texas Department of Agriculture 2026 Downtown Revitalization Program Texas Community Development Block Grant Application CDM26-0144. Council approved Langford Community Management Services for grant administration services and Brannon for engineering services. The grant being sought is a $1 million grant for water and sewer improvements for downtown Livingston.

During his monthly update on projects and events, Wiggins reported that nine residential home permits are underway. He reported that the pilot’s lounge and restroom project at the municipal airport is nearing completion.

Wiggins reminded everyone of the Juneteenth parade slated for noon on June 20 and the upcoming 250th anniversary celebration of the nation on July 4 at Pedigo Park.

Other business included approval of the minutes of the May 12 meeting and accounts over $2,500.
