A public hearing on the Texas Academic Performance Reports (TAPR) was held by the Board of Trustees of the Livingston Independent School District during its regular meeting Monday with Chief Academic Officer Lisa Cagle reviewing the results.

Under the Elementary and Secondary Education Act, the U.S. Department of Education requires each state education agency to publish an annual report card that includes specific state, district, and campus-level student performance data.  The TAPR, formerly the Academic Excellence Indicator System (AEIS), pulls together a wide range of information on the performance of students within the school district and on each campus.

“The data is imported daily on each campus. It takes everybody in our district to put the data together,” Cagle said, adding that it contains student information, staff information and STAAR results, as well as college, career and military readiness statistics.

“We have seen some strong performance and progress. Social studies, especially in the high school, is one of our strongest areas,” she said. Additionally, the TAPR reflects the district’s student population is 56.5% white, 29.5% Hispanic and 8.6% African American.

New Athletic Director Tucker Carter presented a report for the board.

“It’s been a great first month here. Men’s basketball is having a good season in a tough district. They did a really, really good job. It’s a busy time of year for both men’s and women’s soccer. A big shout out to Coach Mosser and the softball team. There is a good culture over there, and they are doing good things. Our baseball team won two games this weekend. Powerlifting girls’ regionals is this weekend, and boys’ regionals is next weekend. Golf and tennis are both in full swing.

“We know we need to share athletes and get them involved in everything. We’re going to coach them hard, but we’re going to love them hard too. The three words that are staples of our program are discipline, toughness and belief. I feel like the coaches have really bought in,” Carter said.

Interim Superintendent Janan Moore provided updates on several items during her administrative report.

She said the transportation department is still five drivers short, but that three bus aides have completed training and are in the process of getting their licenses.

She met with the District Advisory Committee regarding the 2025-2026 school calendar, but said she would like to put it out for the faculty’s input and then bring it back to the board in March. “We’re going to look at the STAAR testing dates and adjust them.

“The junior high and senior high are working on staffing numbers and we’ll work up something based on that data. We’re conducting a special programs evaluation and we’re also taking a real close look at the student meal choices, specifically in the junior high and high school,” Moore said.

Regarding facility needs, she said the campuses are starting to give her lists.

“As for current budget standings, the district is on target for our revenues and below target for expenditures,” Moore said.

Regarding the Schneider Electric Energy Services contract, Moore said the district worked with both First National Bank and First State Bank and that the loan documents are being prepared and that the workers are working every single night at the school changing out light bulbs.

The board approved a resolution regarding wage payments during emergency school closings. Regarding the two snow days in which the district was closed (Jan. 21-22), all district faculty and staff will make up one day and get paid for one day.

Following an executive session, the board approved employment of the following new personnel: Cambria Alford, counselor; Jennifer Hall, Creekside Elementary; Hayley Carter, Timber Creek Elementary; Vanessa Hernandez, Timber Creek Elementary, Larry Joiner, Livingston High School; Kerri Kirchner, Livingston High School; Jeff Eichman, CTE Director; and Karen Maxey, Livingston Junior High.

The consent agenda – which included two budget amendments, personal property donations, overnight trips, minutes of the previous meeting, the financial statement and payment of bills – was approved as presented.
