Substantial private donations committed for golf course improvements

The Alabama-Coushatta Tribe of Texas, The Smith Family Foundation, the Livingston Lions Club and Nelson & Nelson Concrete provided substantial financial commitments to fund needed improvements to the Livingston Municipal Golf Course – most notably, a seven-foot wide concrete cart path.

Representing the Livingston Golf Association, Cecil Langston and Todd Gardner addressed the Livingston City Council during its June 2025 meeting, reporting they had “shaken the bushes” and received these substantial financial commitments.

During the June 2025 meeting, Council approved a proposed resolution creating a separate fund for donations received for the golf course improvement projects.

The improvement projects include installing a seven-foot wide concrete cart path, the reworking of five sand traps, addressing some drainage issues, redoing the putting green and reforestation to replace trees that were lost during severe flooding last year.

“This is a significant project – a couple hundred thousand dollars – and these funds are committed,” Langston said, adding that he was aware that the city has a dollar threshold ($50,000 and above) in which it is required to go out for requests for proposals.

The cart path was the only thing over the $50,000 threshold, but because the city owns the course, everything has to go through the city.

Though Livingston City Manager Billy S. Wiggins expressed concern regarding needed improvements at the soccer fields and the rodeo arena, the fact that these were private donations allowed the golf course improvements to move forward.

Through a city-approved lease, Dustin and Kim Lowery have operated the golf course since August 2024.
