Transparency, independent investigation, accountability called for in killing

The Democratic Club of Polk County mourns the death of Lorenzo Salgado Araujo and joins his family in calling for a full, independent investigation into the circumstances surrounding his killing.

On the morning of July 7, Mr. Salgado Araujo, a 52-year-old construction worker, husband, father of three, and small-business owner, was driving his crew to a Houston job site when federal immigration agents attempted to stop his van. An Immigration and Customs Enforcement officer shot him, and he later died at a hospital. The Harris County Medical Examiner classified the manner of his death as homicide.

The Department of Homeland Security says Mr. Salgado Araujo ignored commands and attempted to use his van against an officer. The three men who were inside the van dispute that account. Through their attorney, they have said no officer was standing in front of the vehicle and that shots were fired through the passenger side. Federal officials have also acknowledged that Mr. Salgado Araujo was not the person agents were originally seeking.

The agents were not wearing body cameras, and federal officials have not publicly released evidence establishing what happened in the final moments before the shooting. Available surveillance footage has raised additional questions but does not provide a complete picture.

Government power carries government responsibility. When an officer takes a life and witnesses dispute the official account, the public deserves evidence, an independent investigation, and honest answers. The rule of law must apply to everyone, including those entrusted to enforce it.

Houston’s East End may be two hours down the road, but the people involved were workers heading to a construction job, much like our neighbors in Polk County do every morning. A mistaken identification should never set in motion a chain of events that ends with a man losing his life.

The Democratic Club of Polk County calls on federal authorities to release all available video and relevant evidence, fully cooperate with Harris County investigators, and preserve the testimony of the three men who witnessed the shooting. We support Harris County District Attorney Sean Teare’s investigation and the family’s request for an examination independent of the agency whose officer fired the fatal shot. Local prosecutors have begun collecting evidence but have said they do not have the level of access normally available in an officer-involved shooting investigation.

We also call for clear identification by immigration officers, body-worn cameras during enforcement operations, transparent use-of-force policies, and meaningful independent oversight. If a fair investigation determines that the shooting was unlawful, those responsible must be held accountable. No public official is above the law.

We grieve with the Salgado Araujo family. We remember Lorenzo Salgado Araujo as his family has asked that he be remembered: as a hardworking husband, father, and family man. His family deserves the truth, and the public deserves a government that answers honestly when its agents take a life.
