SHEPHERD — Shepherd ISD continues to develop a new compensation plan, one that it hopes to improve teacher retention and student development.

At the board’s regular meeting on Thursday, the board reviewed the latest developments in the plan, which Superintendent Dr. Jason Hewitt said will remove the current step-and-ladder compensation as it moves to an Enhanced Teacher Incentive Allotment.

Hewitt said that compensation is performance-based system tied to student growth, and teachers who stay make more money.

Only 27 districts in the state are moving toward this; Hewitt said some districts are starting with administrators and then moving on to teachers.

Regional Superintendent of Talent Kriste Davis is developing the plan.

In a separate matter, the board discussed progress in Shepherd Primary School that students are making in math and reading, showing that more students are improving over last year’s numbers.

In other business, the board:

  • approved changes to the District of Innovation Plan to remove items as dictated by the State Legislature, including differences in the district grievance process;
  • tabled a measure to reseat the board of managers based on HB 3372, which bans managers, superintendents and other administrators from providing services outside of the scope of their duties; and
  • approved proposals for academic and athletic supplies.
