County court terminates troublesome contract

COLDSPRING — The San Jacinto County Commissioners Court ended its relationship with Quantum Communications, terminating a contract that was entered into without approval by former employees of the Sheriff’s Office.

There still remains concern, however, of whether the systems will be safe from cyber attacks.

At the Wednesday meeting, County Judge Fritz Faulkner told representatives from the new administration that there were a lot of issues with IT at the Sheriff’s Office, especially with the unapproved contract for services with Quantum Communications.

The contract, which the court never saw, was worth around $150,000 for various items, he said. There also are three email providers for the Sheriff’s Office, making communications difficult.

The court decided to terminate the contract with Quantum, which was approved after a discussion of paying 60 days’ worth of fees, and with Quantum being locked out of all systems.

Mark Wills, the county’s IT person, will be given access to provide some service to the Sheriff’s Office; and Faulkner said there is an open position for an IT professional, which would help alleviate the workload.

In a related matter, the court approved the purchase of four vehicles, equipment and communications items for the Sheriff’s Office through the Lone Star Grant amounting to $232,299.

In other business, the court:

  • approved an amendment to the Crown Castle tower lease agreement;
  • approved items related to a Texas CDBG grant and HUD requirements;
  • approved the submission of a hazard mitigation plan to the Texas Department of Emergency Management;
  • approved events for Harvest Reach International for a family movie on the Courthouse Square and a motorcycle rally;
  • approved an agreement with Kelly Hoot for debris removal;
  • approved an agreement with the city of Point Blank for road work;
  • proclaimed Feb. 5 as Forest Cove Day on the area’s 50th anniversary;
  • approved county-owned items as surplus and salvage;
  • approved a variance to combine lots at 81 V. Allen Lane; and
  • approved the county’s emergency operations plan.
