Shepherd ISD introduces new improvement plans for 2026

SHEPHERD — With new board members joining the Board of Managers, Shepherd ISD discussed new reports and plans for the new year.

At the Thursday meeting, the board held a public hearing led by Tammie Hewitt, Director of Teaching and Learning, to present the Targeted Improvement Plan (Shepherd Primary and Shepherd Intermediate) and the Local Improvement Plan (Shepherd Middle School).

Hewitt states that these plans are required by the Texas Education Code and explains the differences between the two plans.

“The difference between the targeted improvement plan and the local improvement plan is the local is only to be maintained or we're just maintaining it locally. They both require your approval,” Hewitt said.

She said the Targeted Improvement Plan is focused on accelerating student achievement, while the Local Improvement Plan is focused on accelerating learning. Both plans were approved by the board.

Furthermore, Drew Escamilla, Assistant Superintendent of HR and Student Services, said that Shepherd ISD hired four new certified teachers with plans to hire more.

In other business, the board:

  • approved the course offerings at Shepherd High School for the 2026-2027 school year;
  • approved policy updates as proposed by the Texas Association of School Boards;
  • approved the budget amendments; and
  • approved the Quarterly Investment Report and review of the Investment Policy and Strategy.
