Shepherd ISD welcomes new Superintendent to the district

SHEPHERD — Official with Shepherd ISD officially welcomed Dr. Todd Davis to the district as the new superintendent at the July 16 meeting.

Davis replaces Jason Hewitt, who retired earlier this year.

The Board of Managers said in a statement that Dr. Davis brings more than three decades of experience serving students, educators, and communities across Texas. Before joining Shepherd ISD, he served as Associate Commissioner of Instructional Strategy at the Texas Education Agency and spent more than 31 years in Aldine ISD, where he served in campus and district leadership roles including teacher, principal, area superintendent, assistant superintendent, and Chief Academic Officer. 

“I am honored to join Shepherd ISD and the Pirate community,” Davis said. “Shepherd is a district with deep pride, strong community roots, passionate educators, and students with tremendous promise. As I step into the role of Superintendent, this is what will guide me: learning and growth for every student, every minute, every day.

“Throughout my 30-plus years in education, I have had the privilege of serving as a teacher, principal, district leader, and state education leader,” he said. “Those experiences have taught me that strong schools are built when educators are supported, expectations are clear, and every decision stays focused on students. What drives me is the belief that every child deserves excellent teaching, every educator deserves the tools to succeed, and every community deserves schools it can be proud of.

“Together, we will sharpen our focus on what students deserve: strong instruction, consistent support, clear expectations, and classrooms where every learner is known, challenged, encouraged, and prepared for what comes next,” Davis said. “The work ahead will require commitment, teamwork, trust, and honest reflection. Our students cannot wait, and they are worth our very best. I am proud to be a Shepherd Pirate, and I am ready to begin this work together.”

In other business:

  • The board approved a resolution for independent sources for investment training and designation of investment officers.
  • The board approved the 2026/2027 compensation plan.
  • The board approved the call for the Shepherd ISD Board of Trustee Election on Nov. 3.
  • The board appointed Cheri Walker as the Early Voting Clerk for the Shepherd ISD Board of Trustees Election on Nov. 3.
