Local law enforcement agent receives award

AUSTIN — Scott Moore, a resident of Trinity, received an award for Employee of the Year by the Texas Alcoholic Beverage Commission during its Commission meeting at TABC Headquarters in Austin on June 2.

The designation was one of 7 awarded to employees who had achieved high levels of excellence in their job performance including  Newcomer of the Year and Leader of the year, and four were honored based on the agency’s core values of service, courtesy, integrity, and accountability.

Agent Moore received the award for Accountability.

In her presentation to the Commission, TABC Director of Human Resources, Amanda Fletcher, stated, “(Agent Moore) stepped in to bridge a critical gap and took full ownership of leading a successful New Agent School — an effort that significantly elevated the new hire experience for one of the largest classes TABC has had in years and strengthened the agency’s operational success. Agent Moore’s initiative, reliability, and commitment to excellence exemplify accountability in action.”

Scott began his law enforcement career in 1995 with the Huntsville Police Department as a patrol officer. Since then, he has worked for city, county, state, and federal law enforcement agencies as a criminal investigator, traffic accident investigator, SWAT team member, SWAT commander, field training officer, and training coordinator.

Before joining TABC, Moore served as a deputy sheriff for the Trinity County Sheriff’s Office. He is also an adjunct instructor at the Angelina College Police Academy in Lufkin.

In 2024, Scott was hired by TABC as an enforcement agent. He served in that capacity until May of 2025 when he was transferred to the agency’s prestigious TRACE Team; a unit consisting of just 13 agents statewide who investigate the source of alcohol sales to person involved in fatality DWI crashes and violent assaults on TABC-licensed premises.

In December 2025, Moore was selected for a leadership development rotational assignment in TABC’s Training Department where he now serves as the Training and Recruiting Officer for the Enforcement Division. His main responsibilities in that role include recruiting and training new agents, developing in-service training opportunities for existing agents, and coordinating three New Agent Schools per year for the agency.

The Texas Alcoholic Beverage Commission is tasked with regulating every phase of the alcoholic beverage industry in Texas and enforcing the Alcoholic Beverage Code. The agency was created in 1935 specifically to combat the influence of Organized Crime in the alcoholic beverage industry following the passage of the 21st amendment and the repeal of Prohibition. There are currently approximately 220 TABC Enforcement agents statewide.

Today, the agency focuses its enforcement efforts on sale of alcoholic beverages to minors, sale to intoxicated persons, prohibited hours, breaches of the peace, narcotics, and prostitution occurring on TABC-licensed premises. It is also the lead state agency on combatting human trafficking.

Scott holds a bachelor’s degree from Lamar University, a master’s degree from Southern Methodist University, and a Ph.D. in Organizational Leadership from Our Lady of the Lake University. He is married to Dr. Audrey Young, the Texas State Board of Education Member for District 8 which encompasses Trinity and many of the surrounding counties. The couple reside on Lake Livingston in the Sebastopol community.
