WOODVILLE – Jacob Tieman, the GLS Civil Engineer overseeing the street improvement projects on North Beech and Dogwood streets in Woodville gave another update on the progress of the project at the regular meeting of the City Council on Monday evening.
“Dogwood street is complete as of the end of February, it was finished quickly, was a little messy, and they are working on closing it out. What you see now is 100% of the project on Dogwood. There are still two outstanding items to complete on North Beech and West Timberland, but overall, the project is complete,” Tieman said.

Council approved resolution 20260309 to update the Hazard Mitigation Plan, approved the sale of surplus vehicles via the GovDeals online auction program. The surplus vehicles include a 2014 Ford F150 XL and a John Deere Tractor, late 70s model.
Council approved the Public Utility Commission of Texas 2026 Consumer Price Index adjustment to municipal telecommunications right-of-way access line rates.
An approval for a contract with a gas consultant for price adjustment recommendations and contract negotiation with the Texas General Land Office for TDCJ gas transportation was up for discussion.
A representative from Capex Resources, Jeff Snowden, attended via Skype, to answer their questions.
Mayor Amy Bythewood said “this is something that has been on the back burner for a while, and Mandy (late city administrator Mandy Risinger) had been working on this, along with other projects for quite a while before she got sick. Snowden’s company was her top pick for this project, she went back to him time and again to get this resolved.”
Several council members voiced concerns about the price of the contract, which city secretary Danita Skinner explained was a “one and done” scenario. After a lot of back and forth with council members and Snowden, council approved utilizing Capex Resources services at a cost of $35,000.
In other business, council approved the minutes and financials for February, and Bythewood read a proclamation for March proclaiming it American Red Cross Month in Woodville.
March is celebrated as American Red Cross month nationwide, and within that designation, communities honor the organization and how it gives support in times of disaster.
Red Cross Month began during World War II, when President Franklin D. Roosevelt called on individuals to address growing humanitarian needs.
