Kristi Fogleman recently presented a program for the Livingston Lions Club.
A telecommunicator with over 20 years’ experience, Fogleman is presently a training coordinator for Montgomery County 9-1-1 District.
She serves as president of the Texas Chapter of the Association of Public Safety Communications Officials International where she advocates on a state and national level for the professional, educational and emotional needs of telecommunicators across the country.
She holds a Master Telecommunicator Certification, TCOLE Instructor Certification, and is a CPR Instructor. During her years of service, she was a lead communications training officer for new hires on the floor for over 10 years. She has served her community throughout her career at the Polk County Sheriff ’s Office, the Conroe Police Department and the Livingston Police Department.
Fogleman spoke about the Texas 9-1-1 Alliance, an interlocal cooperation entity composed of 27 Emergency Communication Districts that provides 9-1-1 service to 76% of the population in Texas.
The goal of the Texas 9-1-1 Alliance is to have a sustainable, long-term source of revenue to maintain and advance 9-1-1 services in Texas. The wireless 9-1-1 fee has been 50 cents since 1997 and based on the Consumer Price Index, that 50 cents has about half of the buying power it did in 1997.
Fogleman said the cost of providing 9-1-1 service continues to increase, yet revenue is declining in combination with decreased buying power.
