Discontinuation of county maintenance mainly to correct maps

Although given the opportunity, no one spoke during public hearings held in conjunction with the county no longer maintaining county roads within the city limits of Corrigan and Seven Oaks. The public hearings were held during Tuesday’s regular meeting of the Polk County Commissioners Court.

“This is really just to correct the maps. We haven’t been maintaining them anyway,” Precinct 3 Commissioner Milt Purvis said. County Judge Sydney Murphy agreed. “This is the same thing we did with Onalaska, correcting the Master Street Address Guide,” Murphy said.

The streets affected in Corrigan are MLK Street and Union Springs Road and the streets affected in Seven Oaks are Birch and Carrington Cemetery Road. Following the closing of the public hearings, the Court approved orders discontinuing maintenance and updating the Master Street Address Guide accordingly.

The Court awarded the construction contract for the Onalaska Water Supply Corporation tie-in to the elevated storage tank and associated work to Duplechain, with the Polk County portion to be paid with 2021 American Rescue Plan Act - state and local fiscal recovery funds.

Department of Agriculture Community Development Block Grant and the USDA Wildfire Defense Grant were presented, with the Court selecting David Waxman for the TDA grant and Langford for the USDA Wildfire Defense grant.

A proposal from Soundtech for courtroom technology upgrades in the county court at law courtroom in the amount of $53,605, to be paid from court facility fee fund, was approved. This particular courtroom is the only one that did not receive upgrades earlier from the American Rescue Plan Act funds.

The Court approved action relating to expenditures from maintenance capital outlay buildings (budgeted funds) for the annual generator maintenance agreement for Polk County

generators in the amount of $20,685.

The transfer of a 2022 well trailer from the Polk County fire marshal to the City of Livingston fire marshal was approved.

An order adopting a policy related to development permits and utility service connections in relation to on-site sewage facilities was approved effective immediately.

The Court approved an agreement with Cude Oilfield Company for the supply and collection of broken concrete.

Action relating to fire alarm monitoring and inspection agreements was considered, with the Court approving an agreement with Houston Fire and Security.

In personnel matters, the Court reluctantly accepted a letter of retirement from Polk County Maintenance Director Jay Burks. “Jay has done an exceptional job for Polk County and will be missed,” Murphy said.

Additionally, the Court approved personnel action forms submitted by department heads since the last meeting.

Fiscal year 2024 and fiscal year 2025 revisions and amendments, as presented by the

county auditor, were approved.

In old business, the Court awarded the bid to McWilliams & Son for tunnel drain repair at the sheriff’s office and jail. Two bids were received and were comparable, but the one from McWilliams included a lifetime warranty for the structural integrity of the shoring.

Items on the consent agenda included:

  • Approval of the minutes of the Oct. 8 and Oct. 17 meetings;
  • Approval of the schedules of bills;
  • Approval of an order designating surplus property;
  • Receiving and recording personnel action forms submitted by elected officials since the last meeting;
  • Receiving the county treasurer’s annual investment report;
  • Approval to file claim with state comptroller, pursuant to Government Code, Sec. 61.0015(b) for reimbursement of a portion of the juror fees paid by Polk County during the period of July 1 through Sept. 30;
  • Ratifying acceptance of the sheriff’s grant award from the Office of the Governor’s DJ-Edward Byrne Memorial Justice Assistance Grant Program for $44,994.16 to fund a special victims liaison;
  • Ratifying acceptance of the sheriff’s grant award from the Office of the Governor’s DJ-Edward Byrne Memorial Justice Assistance Grant Program for $39,187.17 to fund an evidence procurement manager; and
  • Approval of a resolution supporting the grant application to the Deep East Texas Council of Governments for the fiscal year 2025 regional solid waste program.
