Thanks to community partnerships, Allen Morrell of Moscow recently accepted the keys to his new home during a ‘key handoff’ ceremony attended by representatives of the Texas General Land Office and the Texas Department of Emergency Management among others.

“Mr. Morrell’s new home represents a significant milestone in his recovery after the 2024 disasters severely damaged his previous home. While recovering from a debilitating stroke, he faced significant challenges navigating the recovery process,” Cydnye Robinson, Community Outreach Specialist for the General Land Office (GLO) and Veteran’s Land Board, said.

“With support from the GLO’s Community Development & Revitalization 2024 Homeowner Assistance Program and dedicated case management, Mr. Morrell successfully completed the application process and is now receiving a safe, accessible home,” Robinson said.

“Mr. Morrell’s home is also the first home completed in Polk County through the GLO’s Community Development & Revitalization 2024 Homeowner Assistance Program. His journey is a testament to resilience and highlights the life-changing impact of disaster recovery programs and strong community partnerships,” Robinson said.

“Many thanks to you and your team for assisting our residents in moving forward after tragedy strikes. It has been an absolute pleasure working with you,” County Judge Sydney Murphy told Robinson.

In July 2025 the Texas General Land Office (GLO) allocated $244,100,000 for the Homeowner Assistance Program to help repair and reconstruct owner-occupied single-family homes in 27 federally designated counties impacted by multiple disasters in 2024.

The funding was provided by U.S. Department of Housing and Urban Development through the Community Development Block Grant Disaster Recovery program to support recovery programs in federally designated areas impacted by the Texas Severe Storms, Straight-line Winds, Tornadoes, and Flooding (DR-4781) and Hurricane Beryl (DR-4798), otherwise known as the 2024 Disasters.
