CLEVELAND — New information surfacing in a two-year-old case has led to the arrest of two people in connection with alleged human trafficking.

According to reports, in October of 2023, the San Jacinto County Sheriff’s Office Criminal Investigations Division received information from the Texas Department of Family and Protective Services regarding several complaints of alleged sexual misconduct and possible compelling prostitution occurring in the Cleveland area of San Jacinto County.

SJCSO officials state the case initially went cold, but in September 2025, detectives reopened the investigation. Through extensive follow-up, investigators identified two suspects, Glyn Banning and Jeremy Waltrapp, who allegedly engaged in trafficking members of their own families.

Along with the Groesbeck Police Department in Limestone County, SJC detectives obtained evidence and statements from victims and witnesses.

On Sept. 29, arrest warrants were issued for both suspects, and members of the San Jacinto County Sheriff’s Office, Limestone County Sheriff’s Office, Groesbeck Police Department, Kosse Police Department and Palestine Police Department, arrested Banning and Waltrapp without incident.

Due to the serious nature of the charges, both suspects were assigned bail amounts of $1,000,000.

This investigation remains ongoing

Sheriff Sam Houston commended the collaborative efforts of all agencies.

“These crimes are among the most heinous our investigators encounter,” he said. “Thanks to the bravery of the victims and the dedication of law enforcement partners across Texas, these suspects are now behind bars. The San Jacinto County Sheriff’s Office remains committed to pursuing justice for victims of trafficking and exploitation.”

All individuals are innocent until proven guilty in the court of law.
