Wilma Elaine Carter, 74, of Livingston, Texas was born May, 17, 1950, in St. Louis, Missouri and passed away February 10, 2025, in Livingston, Texas. She was preceded in death by her mother, Rachael Barker; and her father.
Wilma is survived by her husband, Shannon Reed Carter of Livingston, Texas; son, Shannon Carter Jr. and wife Rozanna of Garden City, Missouri; and daughter, Cynthia Meadows and husband, Bud of Lee’s Summit, Missouri; along with numerous other loved ones and friends.
