Jesse was born June 29, 1939 to LeRoy and Dorothy Belle Grammer Tolar in Woodville, Texas. A 1957 graduate of Kirby High School where he was active in FFA and Athletics. After graduation he opened the Laundromat and he and his wife, Christine operated Tolar Grocery Store and Laundromat for over 62 years as well as other businesses. He would joke that he and Christine attributed their years of hard work of keeping the place going, to simply “having to” do what they have done. He was preceded in death by his parents, LeRoy and Dorothy Tolar; wife of 58 years, Christine Tolar; sons, Todd Allen Tolar and Rodney LeRoy Tolar; brothers, Jerry Tolar and Bill Tolar; brothers-in-law, Tommy Weaver and Jackie Bryant; and sister-in-law, Diana Tolar.
