County adopts proposed budget, tax rates

WOODVILLE – In a brief regular meeting of the Tyler County Commissioners Court on Monday, August 10, the county’s governing body approved its proposed budget and rates of taxation for the coming fiscal year.

The proposed budget for county expenses in 2027 is based on general fund revenues of $14,499,231.75, which is the same budget bottom line as the 2026 budget.

The court adopted the proposed tax rates for its general fund, the market/flood control fund and the Tyler County Hospital Fund, all of which were proposed under no-new-revenue rates.

No new revenue taxation rates, under Texas law, are rates that bring in the same amount of money as the previous year from the same properties.

Under state law, a county that adopts a maintenance-and-operations rate of 3.5% above its no-new-revenue rate triggers an approval election. If property that is already on a county’s tax rolls increases in value, then the county can only capture up to a 3.5% increase from that existing base, unless voters approve more, according to the state comptroller’s office.

The county’s general fund is based upon a combined $1.4 billion in taxable value with a $9.1 million tax levy. The set voter approval rate is $0.7728 per ever $100 of taxable property, and the no-new-revenue rate adopted is $0.6550.

The county’s market/flood control fund, or Tyler County Special Fund, which is the road and bridge fund, has a no-new-revenue rate of $0.2814 per every $100 of taxation. The Tyler County Hospital Fund is set at $0.1959 on a $3,368,541.08 tax levy.

County approves meal program resolution

On Monday, the commissioners court also approved a resolution to authorize a countywide grant and to establish eligibility for the 2027 home-delivered meal grant program.

The grant is awarded to the Angelina County Senior Citizens Center, Inc., which provides the meals to homebound residents here in Tyler County who are elderly and/or have a disability.

The grant funds come from the Texas Department of Agriculture to supplement and extend the existing services for the program, and under the program rules, the applicant organization must receive a cash grant from the county where the meals are delivered.

Lydia Morales, executive director of the Angelina County Senior Citizens Center, spoke on the topic. The program delivers on Tuesdays and Wednesdays, and delivers four frozen meals and one hot meal to each participant. The program delivered more than 22,000 meals in 2025 to Tyler County residents, she said.
